Facing Expulsion

Today, around 8:00 A.M, Civil Administration personnel arrived with an escort of military-jeeps and a crane truck to Khirbet ‘Alan, southwest of the village of al-Jiftlik in the Jordan Valley. The forces confiscated water pipes intended for agricultural use by one of the community’s residents.

Later on, the forces continued north to the village of Furush Beit Dajan and confiscated a prefab used by residents for agricultural purposes.

On Saturday, 16 May 2020, at around noon, Civil Administration personnel arrived with a military jeep at the community of Khirbet Lasefar in the South Hebron Hills. They confiscated a truck that had come to the community to deliver tin panels and metal posts for construction. The cargo was taken along with the truck, which was driven towards Beersheba. The Lasefar community is home to twelve families with a total of about 110 members, including 40 children. It is not hooked up to the water grid and its only power supply comes from a solar system constructed in 2011 and maintained by NGO COMET-ME with funding from the European Union and member states. The community’s children go to school in the nearby community of Khirbet Emneizal and have to walk four kilometers to school and back, every day.

On Thursday, 14 May 2020, at around 8:00 A.M., Civil Administration personnel came with a military-jeep escort, a digger and a crane truck to the Palestinian community of Khirbet a-Ras al-Ahmar in the Jordan Valley and confiscated water pipes. The forces also destroyed two tents, one of which had been used as a rest stop for a shepherd who lives outside the community and the other as a livestock pen for a local resident. The forces also destroyed two livestock enclosures.

On the previous day, Wednesday, 13 May 2020, at around 8:30 A.M., Civil Administration personnel came with a digger and a military-jeep escort to the Palestinian village of Fasayil a-Tahta in the Jordan Valley. The forces destroyed concrete and metal posts installed as a foundation for a structure where a family of five, including three children, was going to live. The forces also destroyed a tent and a shack used as livestock pens by two local residents.

On Thursday 14 May 2020, at around 6:00 A.M., Civil Administration personnel came with military jeeps and a crane truck to the community Faza' al-Ka'abneh, which is part of the larger Badu a-Mu'arrajat community, southeast of the village of al-Taybeh, Ramallah District. The forces took down and confiscated a tent shepherds used for sleeping in grazing fields and a livestock pen. They also took three solar panels, four batteries and an electrical panel - all belonging to the same family. The community of Faza' al-Ka'abneh is home to 15 families who live off farming and shepherding and have 115 members in total, including 60 children.

On Monday, 4 May 2020, Civil Administration personnel came with an escort of military jeeps, two bulldozers and a truck with a crane to Khirbet ‘Alan, which lies southwest of the village of al-Jiftlik in the Jordan Valley. The forces demolished an agricultural pool owned by a village resident and confiscated tin plates and raw materials intended for his work as a welder. Last month, the forces dismantled and confiscated a prefab he had built as an extension for his welder’s shop.

Some of the forces continued north to the village of Tayasir, also in the Jordan Valley, where they demolished a tin-covered cinderblock room used by farmers for rest. The demolition was carried out by the power of Military Order 1797, after Civil Administration personnel handed the owners a cease-work order for it on Monday, 27 April 2020.

On Sunday, 26 April 2020, at around 10:00 A.M., Civil Administration personnel came with a digger and a military-jeep escort to a Palestinian community in the Deir al-Qilt area, southwest of Jericho. The community is home to six families numbering a total of 35 members. The forces demolished three tents that housed a family of ten, including seven children. Two of the tents were used as living quarters and the third functioned as a kitchen. Another tent used as a livestock pen and an outdoor livestock pen belonging to the same family were also destroyed. The family is spending the month of Ramadan in Aqbat Jaber Refugee Camp and was not present during the demolition.

On Thursday, 23 April 2020, at around 8:30 A.M., Civil Administration personnel came with a crane truck and a military-jeep escort to a Palestinian community on the outskirts of the village of 'Ein a-Duyuk a-Tahta, west of Jericho. The forces dismantled and confiscated a caravan that housed a family of eight, including five children, and a shack used as a livestock pen. The two structures were donated to the family by a humanitarian aid organization after the military destroyed its former residence and livestock pen in December 2019. The forces also delivered a demolition order for a house currently under construction owned by a family from Jerusalem.

On 23 April 2020, Civil Administration personnel arrived with a police escort at the community of Khallet al-Fouleh, west of al-Jiftlik in the Jordan Valley, and delivered orders to desist from “antiquity destruction” for tents and shacks, some of which house seven families and others serve as livestock pens. The community is home to some 40 families with a total of 270 members. A member of one of the families was arrested by the forces and released two days later, after paying a 4,000 NIS fine (1,140 USD). Three days earlier, on April 20, Civil Administration personnel arrived at the village of Kardalah and delivered a stop-work order for a mosque under construction.

This morning, 1 April 2020, around 7:30 A.M., Civil Administration personnel came with an escort of military jeeps, a truck with a crane and a bulldozer to Khirbet ‘Alan, which lies southwest of the village of al-Jiftlik in the Jordan valley. The forces closed off the area for about two hours, while they dismantled and confiscated a prefab built about two months earlier as an extension for a welder’s shop owned by a resident of al-Jiftlik.

Around 8:00 A.M., Civil Administration personnel arrived with two military jeeps and two bulldozers to the village of Rummanah in Jenin District and demolished three homes under construction, designed to house three families of 10 people altogether, including four children. The demolitions were carried out by the power of Military Order 1797, issued on April 2018, which eliminated any semblance of judicial review.

This morning, Thursday, 26 March 2020, at around 7:30 am, officials from Israel’s Civil Administration in the West Bank arrived with a military jeep escort, a bulldozer and two flatbed trucks with cranes at the Palestinian community of Khirbet Ibziq in the northern Jordan Valley. They confiscated poles and sheeting that were meant to form eight tents, two for a field clinic, and four for emergency housing for residents evacuated from their homes, and two as makeshift mosques. The force also confiscated a tin shack in place for more than two years, as well as a power generator and sacks of sand and cement. Four pallets of cinder blocks intended for the tent floors were taken away and four others demolished.


In addition to the shocking destruction of the clinic under construction, the Civil Administration is continuing its demolition routine. Today, it demolished three seasonal homes of farmers who are residents of Jerusalem, in the village of ‘Ein a-Duyuk a-Tahta west of Jericho.
